JOB DESCRIPTION

Generic responsibilities 

Implement NRC’s systems and procedures at area level
Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
Prepare and submit reports and analysis
Ensure proper filing of all support documents
Support line managers in procedures and require support team trainings
Ensure that the accounting, monitoring and reporting are according to procedures
Support project staff in financial matters
Maintain budget control and monitor cash flow for the Area Office.
Promote the rights of refugees in line with the advocacy strategy.
Ensure that key learnings are extracted from operations regarding protection.

Specific responsibilities 

Support Area Manager in donor budget preparations and budget management
Lead the budget monitoring practice at area level and provide support
Lead the daily financial verification, payment preparations and accounting at area level.
Contribute to the development and implementation of internal control procedures at area level.
Support Area Manager for monthly budget monitoring and budget controlling.
Arrange monthly meetings with budget holders to review Budget Monitoring Tool.
Update Master Budget monthly in consultation with Area Manager.
Ensure monthly transactions are closed on a timely basis.
Ensure supporting documents are archived before releasing the payments.
Financial verification for local partner at Area level.
Identify the capacity building gaps for Finance staff in the area.

Generic professional competencies: 

At least 5 years of working experience in a similar position
University degree in accounting or finance management or MBA in finance.
Previous experience working in complex and volatile contexts
Documented results related to the position’s responsibilities
Good knowledge of written and spoken English; Fluent in written and spoken Farsi.

Context/ Specific skills, knowledge, and experience:

Advanced knowledge of working with MS office tools.
Knowledge of Banking procedures in Iran.
Knowledge of local context and experience working with the local partner.
Knowledge of SSO and tax regulations in Iran.
Knowledge of non-profit accounting basis.

NRC in the Islamic Republic of Iran

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 9 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve rights of the displaced. Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran efforts towards an estimated 3,6 million Afghans residing in country, and is expanding its programme unit.
